
Several laws have changed French co-ownership management since the ALUR Act of 2014. A managing agent needs to identify the rules that apply to each building, prepare decisions and keep supporting records. An up-to-date building file is more useful than applying the same checklist to every property.
Calculate the works reserve using the right figures
The calculation depends in particular on whether a long-term works plan has been adopted. Without an adopted plan, the minimum annual contribution is 5% of the provisional budget. With an adopted plan, both thresholds apply: 2.5% of planned works costs and 5% of the budget. Scope and conditions are explained by Service Public, the French government information service.
Keep the operating budget, reserve contributions and approved spending separate. Before a meeting, reconcile proposed amounts with previous decisions and prepare a clear explanation for co-owners.
Maintain a reference file for each building
Bring together the co-ownership rules, registration details, contracts, surveys and meeting minutes. Assign someone to each update. When the managing agent changes, this file helps identify what has been handed over and what still needs to be requested.

A survey provides technical evidence; it does not replace the co-owners' decision or the financing. Record the need, quotations, priorities, schedule and decisions for each proposed project.

Introduce a regular review
